Army Awards $25M Aviation Test Center Contract to Westar
St. Louis, Missouri, December 1, 2001 -- The U.S. Army Aviation Technical Test Center (ATTC) announced today that Westar Corporation is was awarded a contract for engineering services valued at nearly $25 million for engineering planning; test design; data reduction; and related analysis services. Work will be performed at Cairns Army Airfield, and Huntsville, Alabama; West Palm Beach, Florida; Yuma Proving Ground, Arizona; Fort Bliss, Texas; as well as other test sites.
Westar defeated Titan Corporation (NYSE:TTN) in "…this best value procurement, even though [Westar's] price was higher because technical performance was more important than cost in our evaluation," according to Brenda Reynolds, the Army's Contracting Officer.
"This win illustrates the importance of offering more than just good resumes in an engineering services engagement," said Rob Topping, Westar's President. "The Government wants suppliers who can create synergy with its customers internal customers, and who offer ways to leverage technology investments to improve operating efficiency. Our technical inventory of aircraft models and design tools were clear discriminators," Topping said.
ATTC is one the leading rotary-wing development test facilities in the world and a key asset for the Army and Department of Defense (DOD) whose mission is to plan, conduct, analyze, and report the results of aviation developmental tests including the evaluation of airworthiness and flight characteristics for all of the Army's objective force aviation assets. ATTC is part of the Developmental Test Command (DTC), reporting to the U.S. Army Test and Evaluation Command (ATEC).
According to Dennis Crowe, Westar's Program Manager, "Westar will prepare test plans, analyze data, and report system performance for all aviation platforms and subsystems including weapons systems, avionics, radar, lasers, electro-optics (EO), infrared (IR), navigation systems, and aircraft survivability systems."
